Reading a lot of 'first time' stories on this blog, along with my own personal experience and observations with friends when I was a kid, I think most boys are capable of ejaculating by the time of their 13th birthday. I think the majority of boys develop that ability sometime during the year when they're 12. My own first orgasm and ejaculation happened when I was 13 years 5 weeks old, and it was totally unexpected and pretty terrifying. I knew nothing about it at the time it happened.
When my own son turned 12, I had a nice talk with him about the puberty changes he was going to be going through, including talking about masturbation, orgasms, and ejaculating semen. When he was 12-1/2, one day he came it me with a big smile on his face and told me,
"Last night, it happened!"
"What happened?" I asked him.
He told me, "That stuff squirted out."
I was glad I had helped him avoid any terror or stress, I reckon he was prepared for this wonderful event in a boy's life, just as I had gone through.

Do you want a laugh? Here is my concept of intercourse as a pre-teen boy. I knew about penetration but not about the male achieving an erection which he could "push" into the female. I thought the woman had to take deep breaths which would create a vacuum in her body to "suck" the (limp) penis in, and then they had to wait like that until something unknown happened to trigger the release of sperm. I got stiffies from time to time but had no idea that getting hard had anything to do with the sex act.
